Scope is bounded by hub count because that is what determines the object model. A second hub introduces associations that did not previously exist, and those associations are the work rather than the licence.
Historical data migration, custom-coded extensions, and integrations with adjacent systems are separate engagements. Bundling them into onboarding is how an onboarding becomes a project with no end date.
The written specification produced during onboarding is handed over with the portal, and it is the client's property. A configuration nobody can read is a configuration nobody can maintain.
