Standing capacity under a defined scope, for the work that amounts to half a person and is therefore the hardest role to hire. A retainer is priced on a monthly allocation rather than a ticket count, because the useful work is rarely divisible into tickets of equal size.
Unused allocation does not accrue indefinitely. Carrying it forward turns a retainer into a bank balance, and a bank balance gets spent on whatever is urgent.
Configuration changes, reporting work, workflow maintenance, data hygiene and user support sit inside the allocation. Work that changes the object model is scoped separately: a new object, a new lifecycle, or a new integration. A change at that level affects everything computed from it.
The distinction is stated in writing before the first month, so the boundary is a decision rather than a monthly negotiation.
